The Department of Citywide Administrative Services (DCAS) is the branch of the municipal government of New York City responsible for supporting city agencies. DCAS provides facility management and workforce support for City buildings. It also implements energy conservation programs to support transition to more efficient energy use.

The Innovative Demonstrations for Energy Adaptability or "IDEA" program supports emerging and under-utilized energy technologies by testing these solutions in City buildings. DCAS hopes to work with vendors who have original technologies, products, and approaches to energy use. The vendors will install, commission and perform on-site training for their products. Vendors are also responsible for a one-year performance assessment. The City will publicize the assessment to inform a broader audience about practical energy efficiency solutions.
