New York City Department of Citywide Administrative Services (DCAS) Division of Energy Management’s (DEM) mission is to serve as the hub for energy management for City government operations, including energy procurement, building retrofits, improved operations & maintenance, training and performance tracking. DEM’s goals are to reduce energy usage and greenhouse gas emissions within City operations, and to support efforts to increase resiliency and energy grid reliability.

DEM handles electricity, natural gas, and steam accounts that serve 80 agencies and more than 4,000 buildings, providing energy services to all Mayoral agencies, NYC Health + Hospitals, the City University of New York, the New York, Brooklyn and Queens Public Libraries, and 34 cultural institutions. In collaboration with the City’s Office of Management and Budget, DEM also develops the annual Heat, Light, and Power (HLP) Budget for City agencies.

DEM is also responsible for implementing programs and projects to support reducing greenhouse gas (GHG) emissions from municipal buildings and operations 80% by 2050, with an interim goal of reducing emissions from City government 35% by 2025, as described in New York City’s sustainability plan, One City, Built to Last. See the GHG Emissions Reduction page to learn more.
