A panel discussion on the new commissioning (Cx) requirements in the New York City and State energy codes.

Commissioning has long been a darling of green building circles, with many examples surfacing of significant improvements from tuning existing systems rather than complicated installations of new equipment technology. A 2009 LBNL study confirmed this anecdotal evidence, finding that commissioning energy systems in existing buildings realize average energy savings of 16%. While the ASHRAE and IECC energy codes have traditionally been focused only on design requirements, they are not stepping carefully into operations phase with guidance on the primary elements of commissioning, including provisions for HVAC systems, building envelope air tightness and lighting systems.
